Monitor drawings to determine when new layers were added, either directly or through referenced drawings
New layers added to a drawing are considered unreconciled
New Layer Notification Settings
Specify during which activities you should be notified if new layers are added, such as during Open, Attach/Reload xrefs, Restore layer state, Save and Insert, or Plot.
Control whether to be notified about new layers on xrefs, or on all new layers, or not at all
Unreconciled New Layers filter in the Layer Properties Manager
Right-click on the unreconciled layer and click Reconcile Layer
